ACTIVITIES OF CITIZENS GUARDIANS
 

1. Prevented the naming of the public park in 1st Avenue, Ashok Nagar, Chennai-83, in the name of any political/ social/religious leader through representation to concerned authorities in March 2007.

2. Attended the Master Draft plan -2 meeting of Chennai Metropolitan Development authority (CMDA) and projected the problems namely;
(i) The failure of CCRCP (ii) Harmful effects of mixed zones (iii) Increase in Floor Space Index (iv) Violation of Coastal regulation zone in May 2007.

3. Removed encroachments around the park area in 1st Avenue, Ashok Nagar and placed `NO HAWKING / NO ADVERTISEMENT SIGN BOARDS’ through representation to concerned authorities in October 2007.

4. Coordinated and guided M.G.R.Nagar Veetu Urimaiyalargal Matrum Kudiyirippor Nala Sangam, Chennai – 600078 by representing to the Govt. of Tamil Nadu for the issue of pattas to the left out residents of eight streets in M.G.R. Nagar, Chennai – 600078 in November - December 2007.

5. Introduction of Bus Stops / improvement of Bus services from K.K.Nagar Depot (catering to 14 Corporation Divisions in Chennai) was done by attending the grievances meeting at Metropolitan Transport Corporation and handed over representation to Mr.K.N.Nehru. Honble Minister for Transport, Govt. of Tamil Nadu and the Managing Director MTC, Chennai in December 2007.

6. Thwarted efforts by the anti social elements from taking over 30 grounds in Adayar river bund in Thirunagar / Jafferkhanpet, Chennai represented to Tahsildar, Mambalam/Guindy/ Collector of Chennai and Secretary PWD, Government of Tamil Nadu in January 2008.

7. Met Managing Director, Metrowater (CMWSBB), Secretary, Municipal Administration and Water supply, Govt. of Tamil Nadu, Secretary, P.W.D. Govt. of Tamil Nadu, Chief Secretary, Govt. of Tamil Nadu on the failure of Chennai City River Water Conservation Project (CCRCP) and handed over representation in person.

Conducted Awareness Meeting of the residents of Chennai in Public interest on 20th April 2008 at Ramakrishna Kalyana Mandapam, Raju Naicken Street, West Mambalam, Chennai -600033 on the failure of Chennai City River Water conservation project and its disastrous effect on Chennai City and Chennai Metropolitan Area (CMA).

A public interest litigation was filed in the Madras High Court on 13th May 2008 on the failure of CCRCP as detailed below vide Writ Petition No.12282/2008 and the case is being pursued.

CCRCP (Chennai City River Water Conservation Project) a Rs.1,200/- Crores project was implemented with the funds sanctioned by Govt. of Tamil Nadu and National River Conservation Project, Govt. of India. It was started in 1998 and completed in 2006. The aim of the CCRCP was to safeguard the 2 major rivers of Chennai namely ADAYAR and COOUM and the Canals (waterways) from existing Outfalls (Pollution points) and also to alleviate floods. The Govt. Depts. involved in this project are:

CCRCP has been a total failure causing environmental/health hazard, continuing pollution of waterways / canals, landmass and ground water, damage and danger to public, wastage of public money.

There was no synchronization between different govt. departments and there was lack of coordination between them for a project of such a magnitude.

The design was faulty and there was lack of planning, implementation and final execution and thereby the objective to abate pollution and alleviate floods could not be achieved.

The public money to the tune of Rs.1,200/- crores which was invested in this project had gone astray due to failure namely; COLLAPSE OF MANHOLES, FAILURE OF GRAVITY FLOW SYSTEMS, SEWERAGE WATER NOT REACHING SEWERAGE TREATMENT PLANTS (STP’s) but leaking in between, also sewerage water let out in canals/ rivers/storm water drains (SWD) directly, 70% untreated raw sewerage let out by STP’s in rivers / canals.

8. Attended the public hearing in April 2008 on the environmental impact assessment of Chennai Metro Rail project and urged authorities to work in tandem with different govt. agencies including metrowater (CMWSSB) and underscored the need for successful integration of the metro rail with existing bus and suburban train network.

9. Demonstrated on 2nd May 2008 at TNEB, CEDC South Office, Anna Main Road, K.K.Nagar, Chennai -78 on the lacuna about the payment of electricity bills viz- non acceptance of cheque due to computer failure and consumers treated badly and sent back. Attended grievances meeting on 5.5.08 and handed over representations to concerned authorities. The grievances were redressed.

10. Prevented placing of statues in the retrieved park area in 1st Avenue, Ashok Nagar, Chennai -83 and also other Open Space Reservation’s (OSR’s) through representation to concerned authorities in June 2008.

All the achievements could be accomplished by the incessant efforts of Sri V.Ravichandran as an individual which are not meant as a case of blowing one’s one trumpet, but an invitation to the public to see things with wide open eyes and to induct them in such social welfare activities.

The Trust is a social organisation championing the cause of public interest. To continue the activities of public interest by the Trust, it is absolutely necessary that the Trust should have its own funds.

This will be possible by augmenting resources by way of contributions from public spirited philanthropists.
